Implementing Innovation in the Public Sector: San Francisco's Empowered Communities Program
This e-case examines the design and implementation of San Francisco's Empowered Communities Program (ECP), a resilience-building initiative developed by the City of San Francisco's Neighborhood Empowerment Network (NEN). The case study provides a specific example of the challenges public managers may face – and solutions they may attempt –as they formulate programs to address complex public problems.
This case study will serve as a valuable resource for faculty teaching courses in program management and trainers in the field with a particular focus on innovative programs. The e-case also provides students and practitioners with the opportunity to grapple with challenges uniquely tied to innovative program design and implementation, including frameworks for identifying possible solutions. Finally, the e-case offers students and practitioners insight on disaster management policy and community resilience more specifically.
