Evaluation for Development

This is a story of a young Turkish bureaucrat who is eager to build a culture of evaluation in his country’s educational decision making context where evaluation has been historically missing. Selim, the protagonist, received his graduate education in the United States where the field of evaluation was officially established. He would like to transfer his skills and knowledge back to his country, believing that evaluation can improve educational policies and programs. However, he faces several significant challenges and discovers adaptive solutions.
