Bridge to Benefits

This e-case focuses on the development of an innovative web-based tool, Bridge to Benefits, which helps citizens understand and access the public work support programs for which they are eligible. The case hinges on a central management dilemma: how does a nonprofit secure financial capital to support ongoing operations of such a tool and enable ongoing improvements? Sustainability is a key challenge particularly in a nonprofit which does not take public funds or work with entities that could pay for the service

I have used this case in a course on social policy implementation, to help showcase the choices managers make when they are trying to solve systemic problems. In particular, I like the case because it shows how the CDF leadership started with an idea, developed technical solutions (the web-site, through various iterations), and the constant challenge of dealing with more adaptive issues related to scaling and sustaining. It is also an interesting example of an initiative that has focused on supporting local nonprofit service agencies as partners rather than the proprietary model used in other states.
